Personally I'm a bit sceptical - curation is not too far from editing - something that feels too 'old media' for me. Twitter itself with it's follow model is curational in it's nature - as you mentioned in your boo. I find the people I want to follow, and this very act is editorial/curational - its not like the 'old media' style where somebody (eg Scoble) tells me what's interesting/valuable.
As for the so-called 'echo chamber' of only following people you agree with - this has been happening for years in the press - just look at the Daily Mail.
