He was originally going to take her to Paris. But, he decided on Rome, as he knew that would be a good choice. He seems to have also got the travel bug. I can't think where he got that from? ;)
That's great that she trusted him to surprise her like that! Of course, it helped that it was someplace he knew she'd wanted to go. Not like, "Rome? You know how much I hate Rome!"
