Well, actually, the best way we could prepare is to keep our earthquake survival kits intact (something that's periodically encouraged around there). Trust me, I won't be losing sleep over it!
The thing is, you could never prepare for a storm like that, nobody could. Even in the Tropics, where they're used to loads of rain, they probably couldn't cope with that. Also, those storms only happen every 100 years, or so. Preparing for an earthquake is far more sensible, because you know thats coming. Keep safe :)
