Jumping the Gun - the dangers of pre-empting a consultation

Two current controversies, with judicial interventions serve to highlight the dangers of appearing to act as if the consulttaion was a done deal. Newspaper reports that Westminster is spending £400,000 on implemanting the car parking charges that are being chellenged in the High Court came around the same time as a Judge agreed to an emergency judicial review of the Government's consultation on reduced feed-in tarrifs on solar panels. In both cases, decisions reportedly taken by the CONSULTOR appear to pre-empt the outcome of the consultaton. The High Court decision on the feed-in tarrifs came this afternoon and Friends of the Earth has won!
