Some 20,000 police officers from England and Wales are expected to march in protest march against "cuts and privatisation".
Peter Fahy, Chief Constable for Greater Manchester, told the Today programme that the police are going to have "very difficult decisions to make" and cuts would be "very painful".
"We have to work with the Home Office to get the best solution for police officers", he said.
PC Julie Nesbit, chair of the Constables Committee of the Police Federation of England and Wales, said that police officers accept the need for reform, but the difficulty is that the cuts are going "further and deeper" than in the rest of the public service.
"The police service is the ultimate public service and we should be treated according to that," she said.
The government is being "hypocritical", she adds. "We have to take the share of the cut but we don't have the same rights" when it comes to industrial action. #evanhd #Police
