That's a really tricky one. Unfortunately it's the moving parts degrade over time. I would say getting a new belt is first.. I need to get one for my turnable, too. Not sure about the cone wearing.. hmm..
As I understand it, the speed is governed using a 'phase locked loop' - if it goes too slow it speeds it up, and vice versa. Depending on how fast it can react to these changes in speed gives the frequency of the 'wow'..
Thing is, my turntable wows like crazy too.. I shall invest in a new belt and let you know whether it improves :)
