Speaking on the Today programme the education secretary said that there were "inherent problems with the assessment in modular exams".
He believes there should be a move away from modular examinations towards examinations that have a "deep understanding of the subjects".
He told John Humphrys he wants to replace GCSEs with an examination "that has all the rigour of the old O Level but which is sat by a majority of students".
