Indeed part of the fear of speech comes from the idea of being judged in sone way negatively. I will be boo'ing more on this subject :)
As for 'stirring' debate I think the word I am hoping people will accept is 'enabling' debate. The main point for this series of boos is to remove negative connotations so people can speak freely :)

i always thought that 'fear of speech' as you mean it here is from fear of being judged or criticised one way or another. is it not?
