mheuterI don't think this is a procedural or legislative issue at all. I have just returned from a week's visit to my native Germany and learned that in the state of Rhineland-Palatinate all of the 4m residents have their electricity supplied through ... windfarms. In addition, the regional parliament approved a further 2,000 wind turbines to generate more electricity (presumably to be fed into the national grid). My thinking is that this is a general attitude (alternatives to carbon) and a planning system that is less in favour of small interest groups than in the UK
johnpc_ltdHi Mark, I thought this (and the following boo concluding the interview) was really insightful. Can't help thinking that "cut waste, increase I.T and let the "citizen" do more sound pretty similar to lots of stuff rolled out in previous budgets though
