A few modest thoughts on why:
There's clearly some inside knowledge by all three participants that none of them can explicitly talk about. So we get code and an almost legal precision from Evan Davis and evasion from Kelvin Mackenzie. I can't imagine many people saying what Kelvin Mackenzie says and not getting called up for it by an interviewer.
There are a few strange things going on here in fact which make me think there must be some backstage conditions going on that we the listeners aren't privy to.
At the beginning of the interview Evan Davis sounds extremely tentative. Kelvin Mackenzie is allowed to shout down a legitimate question. It's 5 mins before Tom Watson is invited in. His audio line is poor and sadly he generalises too about Kelvin Mackenzie personally.
An interviewer's role is surely to be balanced and enable the participants to shed light on a shady issue. Evan Davis steps back and let's the two opposing points of view have a go at each other. Is this deliberate in the name of 'drama' and a good dramatic fight? I hope not.
Kelvin Mackenzie then takes a a sarcastic tone and attacks Tom Watson. Again, Evan Davis steps back and let's it happen. The temperature heats up. There's less light than ever and it descends into insults. When Evan Davis does intervene, it's to chastise Tom Watson's mention of Hillsborough, rightly so perhaps, but having let Kelvin Mackenzie rant this feels like a primary school teacher who doesn't even bother to tell off or reprimand the naughty child. Or the bully.
