mheuterI don't think this is a procedural or legislative issue at all. I have just returned from a week's visit to my native Germany and learned that in the state of Rhineland-Palatinate all of the 4m residents have their electricity supplied through ... windfarms. In addition, the regional parliament approved a further 2,000 wind turbines to generate more electricity (presumably to be fed into the national grid). My thinking is that this is a general attitude (alternatives to carbon) and a planning system that is less in favour of small interest groups than in the UK
